For regular repeating waves, the RMS can be readily calculated using predetermined relationships such as those in the tables found on wikipedia. However, for non-standard waveforms it’s not so simple.

Noise is a slightly more complicated situation, as this changes randomly with time and one cannot precisely determine a nice waveform for noise. Therefore, determining the RMS is a little more involved.
